i can't find any plans for woodstrip kayaks that say that they work on a river. they are all for sea or lakes. can anyone help?
i just need something with a little more manuverability than the seemingly standard sixteen-footer.

You are not likely to find any plans for a whitewater kayak, since wood will not hold up well under the beating they take. If you are just interested in flatwater, though there are a number of 13' models availalable that should have plenty of maneuverablility. The Millstream sries comes to mind.
