ultralite penyan

I am restoring a 14 ft penyan ultralite, it is a rib and cedar plank boat covered originally with canvas. The question is, I think I want to cover it with Dacron fabric, because you can heat shrink it tight, but do you have to fill, or prime the fabric to seal it before you paint it???? I am going to do the inside with traditional varnish. Thanks Jack
