Mounting a Feathercraft rudder

I am attempting to mount a Feathercraft rudder. The kit appears to be missing the mounting bracket, or, do I have to fabricate one? I am not too keen on drilling a hole for the rudder pin through the deck. It seems more logical to mount a bracket which is fastened into the sides of the hull.

You can make a small mounting block for the rudder, glue that to the deck, then drill for the rudder pin.
